The Jharkhand State Commission for Protection of Child Rights (JSCPCR) has been constituted under the Commission for Protection of Child Rights (CPCR) Act, 2005 vide a notification No. 03/S.K./R.B.A-48/2006-1882 dated 18/10/2011 issued by the Govt. of Jharkhand. Thereafter the commission is set up vide a notification No. 03/S.K./R.B.A- 48/2006 part-III- 1254 dated 18/07/2012 issued by the Govt. of Jharkhand. The present Commission is set up vide a notification no. - 03/S.K./R.B.A-48/2006-1001 dated 20/04/2016. It has six members and a Chairperson.  The Commission started functioning from 18 July, 2012.  The office of the Commission is at Collectorate Building, Block-A, Room No.-103 & 104, Kutchery Chowk, Ranchi (Jharkhand), Pin- 834001.

The Act empowers the Commission to act as a Civil Court to undertake suo-motto enquiry and also look into complaints related to deprivation and violation of child rights and non-implementation of laws for protection and development of children.  The Commission is mandated to intervene in matters where-ever there is a failure to implement policies, decisions, guidelines or instructions as per the perspective of the rights of a child enshrined in the Constitution of India and also the UN Convention on the Rights of the Child. 

The Commission is actively and effectively monitoring rescue & rehabilitation of child labour specially involving migrant children, cases falling under Right to Education, medical crisis in schools, children’s right to play in parks, promotion of adoption of girl child, prevention of sexual abuse of children, checking child trafficking, children in need of care and protection, and all cases of the denial and violation of children’s rights in the state.

The Jharkhand State Commission for Protection of Child Rights believes that while in addressing only some children, there could be a fallacy of exclusion of many vulnerable children who may not fall under the defined or targeted categories. In its translation into practice, the task of reaching out to all children gets compromised and a societal tolerance of violation of child rights continues. This would in fact have an impact on the program for the targeted population as well. Therefore, it considers that it is only in building a larger atmosphere in favor of protection of children's rights, that children who are targeted become visible and gain confidence to access their entitlements.

Smt.Arti Kujur is currently the Chairperson of The Jharkhand State Commission for Protection of Child Rights and the present members are as follows:-   Shri Bhupan Sahu     Shri Anhad Lal    Shri Ravindra Kumar Gupta.
